Boat trips, including whale watching, leave from Funchal marina. On a busy morning the promenade and the taxi drop-off get tight, especially if a cruise ship is also in. This site does not keep a live schedule of wall works. Do not trust an old post that names a pour date.
Open the marina camera before you go down. You want to see whether the quay looks usable and whether the front is jammed. The picture is from Madeira-Web. It is not a departure board. The company that sold the ticket confirms the pier.
If Pontinha has a ship and you are only going to the marina, you may still sit in the same seafront traffic. The split between the three harbor pictures is in which harbor camera. Walking the last part along the front is often quicker than the last five minutes in a car.
